Algeria and DRC Forge Strategic Energy Partnership to Boost African Development

Algeria and the Democratic Republic of Congo (DRC) have solidified their commitment to advancing energy cooperation with the signing of a strategic partnership agreement. This landmark accord, forged during a working visit to Algiers by DRC Minister of Hydrocarbons, Acacia Bandubola Mbongo, aims to bolster collaboration across the entire hydrocarbon value chain.

A key objective is to foster greater energy integration across the African continent. The visit, prompted by an invitation from Algerian Minister of State, Minister of Hydrocarbons, Mohamed Arkab, underscores a shared ambition between Algiers and Kinshasa to elevate their energy partnership to a strategic level through concrete projects.

A high-level meeting at the Ministry of Hydrocarbons saw Arkab and Mbongo lead discussions attended by ambassadors, CEOs of Sonatrach and other key Algerian energy agencies, and numerous officials and experts from both nations. The talks focused on strengthening bilateral energy relations and identifying mechanisms for enhanced cooperation. Both sides highlighted their alignment on the critical role of hydrocarbons in driving economic development, value creation, and energy sovereignty. The enduring historical and fraternal ties between Algeria and the DRC were emphasized, alongside a reaffirmation of their dedication to a sustainable partnership built on complementarity, experience exchange, and skill-sharing.

Prospects for cooperation extend across the entire value chain, with particular interest in joint ventures for hydrocarbon exploration and production, oil and gas field development, refining, petrochemicals, and the marketing and distribution of petroleum products. The envisaged collaboration also includes the gas industry, hydrocarbon transport, specialized oilfield services, energy engineering, and logistics. Opportunities in energy infrastructure, such as the construction and rehabilitation of refineries, and the development of oil and gas facilities, were also discussed. Minister Arkab shared Algeria's extensive experience through Sonatrach and national institutions in research, exploration, development, production, transport, and hydrocarbon processing, reiterating Algeria's readiness to support the DRC's energy sector modernization.

Beyond industrial and technical facets, the partnership places significant emphasis on human capital development. Algerian and Congolese officials recognized human resource development as a cornerstone of sustainable growth and successful energy projects. Cooperative initiatives will include specialized training programs, expert exchanges, and knowledge transfer. The Congolese delegation is scheduled to visit Algerian energy training institutes to observe the nation's expertise in qualifying human resources, with the Algerian Petroleum Institute set to play a pivotal role.

The newly signed cooperation agreement establishes a permanent institutional framework to promote and structure bilateral collaboration in the hydrocarbon sector. It aims to enhance the exchange of expertise, technical knowledge, and best practices, fostering partnerships among public bodies, specialized institutions, and national enterprises. The agreement covers a wide spectrum, from exploration and production to petrochemicals, refining, LPG marketing, oilfield services, and logistics. It also includes provisions for joint projects in storage, technical control, regulation, geological data management, and hydrocarbon databases.

Mindful of global energy industry shifts, Algeria and the DRC are expanding their cooperation into emerging, high-value sectors. Discussions included opportunities in the digitalization of energy activities, technological innovation, scientific research, and development. Artificial intelligence was identified as a promising area for optimizing industrial operations, data management, and enhancing sector competitiveness. Both nations aim to integrate modern technologies into their energy development strategies to meet global market challenges. Continental cooperation in energy was also a key topic, with both countries commending the coordination within the African Petroleum Producers' Organization (APPO) and reaffirming their commitment to joint efforts for African energy projects. They stressed the importance of promoting continental initiatives to bolster Africa's energy security, foster regional integration, and support sustainable development goals.

This shared vision reflects a mutual ambition to actively contribute to building a more integrated, resilient, and capable African energy landscape. Following their productive discussions, Algerian and Congolese officials agreed to intensify consultations and exchanges between their respective competent institutions to expedite the implementation of identified projects.
