Algeria and Niger Bolster Hydrocarbon Cooperation, Advance Trans-Saharan Gas Pipeline

Algeria's Minister of Energy and Mines, Mohamed Arkab, held significant talks in Algiers this Tuesday with Niger's Minister of Petroleum, Hamadou Tini, who is on a working visit leading a high-level delegation. The discussions underscore a burgeoning partnership aimed at fortifying bilateral hydrocarbon cooperation.

The Algerian delegation included top officials such as the CEO of Sonatrach, Toufik Hakkar; the President of the National Agency for the Valorisation of Hydrocarbon Resources (ALNAFT), Samir Bachir; the President of the Hydrocarbons Regulatory Authority (ARH), Rachid Nadil; and the CEO of Naftal, Djamel Cherdoud, alongside other senior ministry executives. This robust representation signals Algeria's deep commitment to strengthening ties with its southern neighbour.

Central to the discussions were the current state and future prospects of hydrocarbon collaboration between Algeria and Niger. Both parties explored avenues to enhance the existing partnership between Algeria’s national energy giant, Sonatrach, and Niger’s national oil company, SONIDEP. Key areas of focus included upstream activities such as exploration, discovery, and development, as well as production, drilling services, refining, petrochemicals, and the distribution and marketing of petroleum products. Furthermore, critical emphasis was placed on training initiatives, technology transfer, and comprehensive capacity building.

Ministers reviewed the progress of ongoing joint ventures and investigated opportunities to expand cooperation into new, high-value-added projects. These include geological and geophysical studies, the development of oil and gas fields, the construction of vital energy infrastructure, and the enhancement of distribution and storage networks. The potential for Sonatrach's specialised entities to contribute to Niger's upstream petroleum projects was also a significant point of discussion.

The two nations also deliberated on collaboration in maintaining and upgrading refining facilities. Notably, Sonatrach expressed readiness to support the upcoming major maintenance works at Niger's Zinder refinery and discussed mechanisms to ensure the continuous supply of petroleum products during the refinery's scheduled shutdown.

In the realm of human resource development, Minister Arkab reiterated Algeria's unwavering commitment, through Sonatrach and its affiliated training institutions, to assist Niger in bolstering its human capital and nurturing national competencies within the energy sector.

A pivotal moment of the meeting was the review of the Trans-Saharan Gas Pipeline (TSGP) project, widely recognised as one of Africa's most strategic energy initiatives. Both sides exchanged views on the agenda for the upcoming fifth ministerial steering committee meeting for the project, slated to be held in Algeria, which will convene the hydrocarbon ministers of Algeria, Niger, and Nigeria.

Minister Arkab emphasised that, in line with directives from Algerian President Abdelmadjid Tebboune, Algeria is steadfast in its pursuit of reinforcing African cooperation and materialising strategic partnerships based on mutual benefit and economic integration. He underscored Algeria’s dedication to supporting the Republic of Niger in developing its hydrocarbon sector and advancing major structural projects vital for enhancing energy security and fostering economic and social development across the region.

For his part, Niger’s Minister of Petroleum lauded the strong cooperative relations between the two countries and praised Sonatrach’s leading role on the African continent. He stressed the importance of leveraging Algerian expertise across various facets of the oil and gas industry, particularly in training, technology transfer, and the development of petroleum and gas projects. The Nigerien minister reaffirmed his country’s recognition of the TSGP project’s strategic importance as a pivotal initiative for boosting African energy integration and promoting sustainable economic development for the three involved nations.
