Both sides underscored the robust Algeria-Russia relationship and a shared commitment to expanding economic and investment partnerships, particularly in strategic, high-value sectors. Discussions focused on avenues for collaboration between Algerian and Russian enterprises across the mining value chain, including exploration, exploitation, processing, and valorization. Special attention was given to strategic and critical minerals, as well as rare earth elements, acknowledging their growing importance in advanced technology and renewable energy industries.

The talks also encompassed strategies for advancing cooperation in adopting best practices for sustainable development and promoting environmental standards in mining and industrial activities, ensuring responsible resource management. Minister Arkab presented Algeria's comprehensive strategy for developing its mining sector, highlighting the nation's rich mineral potential. He detailed major state-led initiatives aimed at valorizing these resources to diversify the national economy beyond hydrocarbons. Reforms to improve the investment climate, including a new legal framework for mining, enhanced geological infrastructure, and increased exploration programs, were also emphasized as key attractors for national and foreign investment.

Arkab drew attention to significant structural mining projects in Algeria, such as the integrated phosphate processing project, the iron ore exploitation at Gara Jebilet, and the zinc and lead exploitation at Oued Amizour. These projects are poised to bolster national manufacturing, supply raw materials for processing industries, reduce import bills, and create new employment opportunities, especially in southern and interior regions.

The Algerian minister extended an invitation to Russian companies to capitalize on investment and partnership opportunities in Algeria. He encouraged their participation in major mining projects through mutually beneficial partnerships, technology transfer, industrial localization, and human resource training, leveraging Russia's extensive experience.

Minister Kozlov expressed Russia's keen interest in deepening cooperation with Algeria in the mining sector, acknowledging the significant potential of Algeria's mining industry and the ongoing reforms. He affirmed the readiness of specialized Russian enterprises to expand their presence in Algeria and contribute to projects in mineral exploration, exploitation, and processing.
