The meeting served as a pivotal platform to review the current state and future horizons of cooperation in the mining and mineral industry. Both ministers reiterated the robust nature of Algerian-Russian relations and expressed a shared determination to reinforce economic and investment partnerships. Discussions specifically targeted the entire value chain within the mining sector, including exploration, exploitation, processing, and valorization, with particular emphasis on strategic and critical minerals, as well as rare earth elements. This focus reflects their growing importance in advanced technological industries and renewable energy applications.

Minister Arkab provided an exhaustive overview of Algeria's national strategy for developing its mining sector, highlighting the nation's significant mineral potential. He detailed major state-launched programs aimed at maximizing these resources, transforming them into a genuine lever for diversifying the national economy beyond hydrocarbons. Arkab emphasized several flagship mining projects crucial to Algeria's industrial ambitions, such as the integrated phosphate transformation project, the Gara Djebilet iron ore exploitation project, and the Oued Amizour zinc and lead project. These strategic initiatives are poised to bolster national industrialization, supply raw materials for processing industries, reduce import bills, and create substantial employment opportunities, particularly in Algeria's inland and southern regions.

In a clear invitation, Minister Arkab urged Russian institutions and companies to seize the abundant investment and partnership opportunities available in Algeria. He encouraged their participation in the development of these major mining projects through mutually beneficial partnerships, emphasizing technology transfer and the localization of industrial capabilities. Algeria also seeks to leverage Russia's extensive experience and expertise in these fields.

Responding positively, the Russian Minister expressed his country's keen interest in strengthening cooperation with Algeria in the mining domain. He commended the significant potential within Algeria's mining sector and the ongoing reforms designed to propel its development. Kozlov affirmed the readiness of specialized Russian companies to expand their presence in Algeria and contribute to projects spanning mineral resource research, exploration, exploitation, and processing.
