Nationwide Innovation Centers Planned Across Algeria

Algeria has positioned digital transformation as a strategic and sovereign national choice, constituting a fundamental pillar for the establishment of a modern state. This initiative aims to foster greater efficiency and effectiveness, enabling the nation to adapt to rapid global changes. According to the Minister of Interior, Local Communities, and Transport, the success of this endeavor extends beyond merely digitizing procedures; it is measured by its tangible positive impact on citizens' lives, the reinforcement of trust in state institutions, and enhanced accessibility, transparency, speed, and overall effectiveness of public services. Digital identity is identified as a primary key to unlocking this comprehensive transformation.
This rapidly evolving transformation underscores the critical role of digital identity as an essential foundation for delivering remote public services. It guarantees swift access, bolsters the security of transactions, and improves service quality. To achieve these goals, Algeria is developing a comprehensive national model for digital transformation that carefully balances innovation with security, openness with sovereignty, and the demands of service efficiency with the imperative to protect citizens and strengthen their confidence in state institutions. The Ministry of Interior plays a central role in this process, particularly in establishing the legal identity of citizens through civil status systems and the issuance of identity and travel documents, in addition to overseeing local communities as foundational systems for digital identity.
As part of this national effort, the Minister of Knowledge Economy, Startups, and Micro-enterprises has called on governors to ensure that every wilaya is equipped with an innovation center. This project aims to empower innovators to propose appropriate solutions to local challenges, thereby decentralizing and tailoring digital solutions. The Director-General of the National School of Administration emphasized the significant efforts undertaken by Algeria in digital transformation, highlighting that all sectors are now operating as open workshops for digitalization initiatives.
Further advancing these objectives, a cooperation agreement was formalized between the General Directorate of Modernization, Documents, and Archives at the Ministry of Interior, Local Communities, and Transport, and the Higher School of Artificial Intelligence. Additionally, a Software Development Kit (SDK) for secure biometric documents, including passports, national identity cards, and driving licenses, was presented to the Ministry of Knowledge Economy, Startups, and Micro-enterprises. National discussions at a forum covered various related topics such as data governance, digital identity, digitalization, personal data protection, digital identity verification mechanisms, and the activation of provisions concerning trust services for electronic transactions and electronic identification.
