Digital Transformation Pillars Modern Algerian State Building

Minister of Interior, Local Communities, and Transport, Said Sayoud, emphasized that digital transformation has evolved beyond a mere technical process or tool for administrative modernization, becoming a strategic and sovereign choice for Algeria. Speaking at the opening of a national forum on “Administration Facing the Challenge of Digital Identity,” Minister Sayoud highlighted that this direction aligns with presidential directives aimed at accelerating digitalization, modernizing administrative methods, and elevating the quality of public services. The forum itself, held at the National School of Administration, underscores this national priority, with Minister Sayoud officially inaugurating its proceedings.
The Minister stressed that the success of digitalization is measured not solely by the digitization of procedures, but by its tangible impact on citizens' lives and its ability to foster greater trust in state institutions. A key objective is to ensure fairness in accessing public services, enhancing transparency, speed, and effectiveness in performance. The ultimate goal is an administration that is closer to the citizen, more efficient, transparent, and capable of protecting citizens' rights, data, and digital identity.
Digital identity stands as a fundamental pillar for digital transformation and is critical for building trust within the digital environment, signifying a new relationship between citizens and the state. It is essential for delivering remote public services, guaranteeing quick access, securing transactions, and improving service quality, all while protecting personal data and ensuring the reliability of digital identity. Minister Sayoud affirmed that the challenge involves continuing to digitize and simplify public services while simultaneously safeguarding citizens' digital identities, securing their data, and preserving national digital sovereignty.
To achieve these aims, a comprehensive national model for digital transformation is essential, balancing innovation with security, openness with sovereignty, and service efficiency with the imperative to protect citizens and the state. The Ministry of Interior, Local Communities, and Transport plays a pivotal role in this process, serving as the guarantor of citizens' legal identity through civil status systems and the issuance of identity and travel documents. The forum's activities included presenting a development package for secure biometric documents to the Ministry of Knowledge Economy, Start-ups, and Micro-enterprises, and signing a cooperation agreement with the National Superior School of Artificial Intelligence, further underscoring the commitment to building a secure, reliable, and integrated digital system.
