National People’s Assembly Begins Voting on 2025 Finance Bill

Algiers – Members of Algeria’s National People’s Assembly (NPA) began voting on the 2025 Finance Bill on Wednesday. The vote is being conducted article by article in an open session chaired by NPA President Brahim Boughali, with Finance Minister Laaziz Faid and several government members in attendance.

Parliament members will review and vote on proposed amendments to the bill, which are outlined in the supplementary report from the Assembly’s Finance and Budget Committee. A total of 90 amendments submitted by NPA members are under consideration.

The finance bill has set a benchmark price of $60 per barrel for crude oil for 2025-2027, with a projected market price of $70 per barrel over the same period. Economic growth is expected to reach 4.5% in 2025 and 2026, while non-hydrocarbon growth is projected at 5% in 2025.

Forecasts in the bill anticipate exports at $50.9 billion and imports at $46.07 billion, resulting in a trade surplus of $4.83 billion and a balance of payments surplus of $1.17 billion. Foreign exchange reserves are expected to reach $72.95 billion, covering approximately 16 months of imports for goods and services.

The bill projects a 3.5% increase in budget revenues, reaching 8,523.06 billion dinars in 2025. Petroleum-related revenue within the budget is expected to total 3,453.96 billion dinars, while budget expenditures are anticipated to rise by 9.9%, totaling 16,794.61 billion dinars. This results in a projected budget deficit of 8,271.55 billion dinars.

Among its provisions, the bill introduces new measures to promote investment and support Algeria’s economy. Additionally, it includes initiatives to enhance purchasing power and improve citizens’ living conditions. The finance bill also aims to expand the tax base, with incentives and tax relief across various economic sectors, while introducing no new taxes.
