The ninth high-level energy dialogue between the Organization of the Petroleum Exporting Countries (OPEC) and Russia took place today in Moscow, emphasizing the vital role of stable oil and energy markets in fostering global economic growth. This message was conveyed in a joint statement published on OPEC’s official website.
Co-chaired by Russian Deputy Prime Minister Alexander Novak and OPEC Secretary General Haitham Al-Ghais, the meeting reviewed developments in global oil and energy markets. Discussions also included outcomes from the recent climate negotiations at the COP29 summit held in Baku, Azerbaijan, from November 11–22, 2024.

The dialogue covered several critical issues affecting the oil and energy sectors, including energy security, risks posed by underinvestment, and the need for market stability to support worldwide economic progress.
Short, medium, and long-term energy market forecasts were explored, with particular emphasis on the “ongoing technical and research collaboration between OPEC and Russia,” the statement noted.
The meeting also reflected on the success of the fifth technical dialogue, held virtually on November 15, 2024, which underscored both parties’ commitment to tackling energy sector challenges and ensuring market stability.
Strategic Cooperation
The OPEC-Russia meeting represents a “crucial stage in energy dialogue,” highlighting the strategic significance of their collaboration under the Declaration of Cooperation and the Charter of Cooperation frameworks.
Deputy Prime Minister Novak affirmed Russia’s commitment to its role as a key player in the oil market, describing the country as “a reliable supplier.” He stressed the continuous monitoring of market conditions by OPEC+ members and their readiness to adapt to changes swiftly.
“The current OPEC+ agreement mechanism is the most effective tool for optimizing oil production and increasing state revenues,” Novak added.
OPEC Secretary General Al-Ghais echoed the importance of the OPEC-Russia partnership at all levels, commending Russia’s leadership role within the Declaration of Cooperation framework. He praised the energy dialogue as a “dynamic platform facilitating discussions, knowledge exchange, and sharing perspectives between the two sides.”
A Platform for Global Energy Collaboration
The OPEC-Russia energy dialogue is one of several key platforms organized by OPEC to engage with major producers, consumers, and international organizations. These dialogues aim to exchange insights, identify emerging trends, and address pressing industry issues.
The next high-level OPEC-Russia energy dialogue is scheduled to take place in 2025 in Vienna, Austria, according to the statement.
