CAGEX, BEA Sign Insurance Contract for Algerian Export Financing

The Algerian Export Insurance and Guarantee Company (CAGEX) and the Algerian Foreign Bank (BEA) formally signed an insurance contract related to factoring operations on Thursday, October 29. The agreement was finalized at the public bank's headquarters by Zohir Laiche, CEO of CAGEX, and Hosni Benabbes, CEO of BEA. This signing marks a new phase in the ongoing partnership between the two entities, reinforcing their collaborative efforts within the national economy.

According to CAGEX, this collaboration is specifically designed to contribute to the financing of businesses, streamline the management of their receivables, and support their overall development. By offering solutions tailored to the specific needs of enterprises, the initiative aims to foster a more robust financial environment for Algerian economic operators, particularly in the context of export activities.

Through this strategic partnership, both CAGEX and BEA reiterate their shared commitment to supporting economic operators across Algeria. Their collective goal is to strengthen the existing financing mechanisms that underpin the national economy, ensuring that businesses have the necessary tools and financial backing to thrive and expand their operations, both domestically and internationally.

This development follows recent regulatory advancements by the Banque d’Algérie. In September, the Banque d’Algérie published regulation n° 26-03, dated August 13, 2026, in the Official Gazette n° 67, which sets the conditions for banks and financial institutions to engage in factoring activities. Subsequently, in October, instruction nº 09-2026 was issued, detailing the practical modalities for exercising factoring by these institutions, in direct application of the aforementioned regulation.
