Finance Law Project Introduces New Vehicle Customs Rules

The 2027 Finance Law project includes new measures designed to streamline vehicle customs clearance processes. These proposed provisions will permit the regularization of new or used vehicles that have surpassed the previously stipulated age condition. A key aspect of this framework is that the age limit override must not exceed six months from the date the vehicle was directly dispatched to Algerian customs territory. Importers will be required to pay an additional 3% on applicable duties and fees for each month, or part of a month, that the vehicle exceeds the age limit, up to the six-month maximum.

This initiative directly addresses situations where vehicles met the age requirement upon dispatch but exceeded it by the time of customs declaration. Such delays have historically been attributed to various logistical challenges, including transport hold-ups, international transit complications, procedures at foreign ports, or other circumstances beyond the importer's control. These issues have often led to vehicles becoming stalled in customs-controlled areas, incurring significant storage costs and delays for importers. The new framework will offer both a prospective system for future imports within the designated six-month grace period and a transitional provision to regularize the status of vehicles already within Algerian customs territory awaiting clearance prior to the law's official publication.

The measure is set to provide multiple positive impacts, including alleviating congestion in port areas and customs zones by enabling the clearance of a backlog of stalled vehicles. It will also reduce the additional costs that importers typically face due to prolonged stoppages. Furthermore, the 3% additional payment imposed for the grace period is expected to contribute new revenue to the public treasury, while establishing a clear legal basis for ongoing and future vehicle import operations, all while upholding the general policy objectives related to vehicle age requirements.
