National Single Window Assumes Exclusive Investor Role

President Abdelmadjid Tebboune signed Presidential Decree No. 26-326 on October 12, 2026, establishing the National Single Window for Investment. This new public administrative body, possessing legal personality and financial independence, operates under the Prime Minister's supervision and is headquartered in Algiers. It is now designated as the sole, integrated, and exclusive point of contact for all investors, consolidating various administrative procedures into a unified system to oversee projects from initial registration through to implementation and operational launch.
The decree outlines extensive responsibilities for the Single Window, including processing investment files, managing economic real estate, and issuing necessary permits and documents. It grants the body broad powers over real estate earmarked for investment projects, such as establishing industrial zones and forming a coordinated real estate portfolio. Critically, the decree sets specific deadlines for administrative file processing, with a maximum of 15 days for general documents and permits, 20 days for pre-approval decisions, and 25 days for the Board of Directors to rule on eligible projects. This framework also mandates digitalization for investor procedures, including electronic signatures and data exchange.
Internally, the Single Window features specialized poles staffed by qualified representatives from relevant administrations, whose decisions are binding, enforceable, and challengeable only through judicial means. The body is led by a Director-General with the rank of Minister of State and guided by a Board of Directors that meets at least monthly. Beyond project processing, the Single Window is tasked with handling investor complaints, monitoring investor commitments, overseeing project progress, and managing investment incentives. State provisions ensure its financial, human, and material resources, with its budget integrated within the Prime Minister's services. Transitional provisions facilitate the transfer of files, digital systems, and resources from previous investment promotion agencies to ensure seamless service continuity.
