Algeria Advances National Addressing Project, Emphasizing Economic Impact and Modernization

Ouargla, Algeria – The Algerian government is pressing forward with the “National Addressing Reference Project,” a strategic initiative aimed at systematizing and digitizing address data across the country. During the concluding training workshops in Ouargla, Amal Jaouameh, Director of Local Governance at the Ministry of Interior, Local Communities, and Urban Planning, underscored the crucial economic dimension of these addressing and guidance plans within the municipalities of Ouargla province [APS]. This comprehensive project is a testament to Algeria’s commitment to modernizing its administrative infrastructure and enhancing local governance, serving as a fundamental pillar for sustainable local development .Strategic Implementation and Economic FocusThe National Addressing Committee is actively working to establish specialized thematic committees that will illuminate the economic significance of addresses and directional schemes [APS]. This effort involves engaging specialized economic operators and developing a robust, comprehensive legal framework to govern the management and organization of address data [APS]. Ms. Jaouameh provided directives for the project’s rapid activation, including the operational cell responsible for overseeing the process and equipping it with essential resources [APS]. The initiative also benefits from leveraging the successful experience of Oran province, where an experimental phase of the National Addressing Reference Project resulted in the creation of over 311,000 unified and geolocatable official addresses . This highlights Algeria’s capacity for effective project scaling and implementation.Capacity Building and Digital IntegrationThe workshops in Ouargla, which saw participation from over 45 members of the provincial and municipal technical cells, emphasized key recommendations [APS]. These include providing support to municipalities for completing their addressing plans, ensuring the installation and maintenance of address plates and numbering, and systematically naming all public spaces and numbering building entrances [APS]. These steps are critical for forming accurate address databases [APS].The training sessions, initiated by the Ministry of Interior in coordination with Ouargla’s authorities, aimed to bolster the competencies of cadres tasked with overseeing and implementing the project locally [APS]. Participants from various Algerian wilayas—including Algiers, Constantine, and Oran—alongside representatives from the Algerian Space Agency, engaged positively with the workshop content [APS]. Key topics covered regulatory and procedural frameworks for naming places, buildings, and public institutions, rules for numbering building entrances, and the vital process of digitizing address databases and integrating them into precise cartographic supports [APS]. The Algerian Space Agency has affirmed its commitment to supporting this national and strategic project, recognizing it as a priority within the national space program and a cornerstone for improving urban management and local governance .The project, which has been allocated 664 million Algerian Dinars for its initial phase across four pilot provinces (including Ouargla), aligns with the government’s plan to modernize public services and adapt to ongoing national and international digital transformations . This forward-looking approach is designed to enhance public services, simplify citizens’ lives, and meet the diverse needs of various institutions and organizations across the nation .
