Algeria Highlights Expertise at Arab Brain Drain Conference

Cairo, Egypt – Algeria showcased its experience and strategies at the Arab Conference on the Mobility of Skills and Brains, held in Cairo on November 9-10. The conference, themed ‘Arab Brain Drain… Arab Development Opportunities,’ brought together representatives from across the Arab world to address the critical issue of talent migration and its impact on regional development.

Mohamed Zoubir, National Secretary in charge of Social Disputes and Economic Affairs of the General Union of Algerian Workers (UGTA), represented Algeria at the event. His participation was under the mandate of Amar Tagjout, Secretary-General of the UGTA.

The conference addressed the profound structural shifts occurring in global production and employment patterns, driven by what is now known as the ‘Fourth Industrial Revolution.’ This era is characterized by digitalization, artificial intelligence, and the knowledge economy, which are increasingly defining economic growth. Within this context, the mobility of human capital has emerged as a central concern, particularly for developing and Arab nations, given its complex implications for economic and social advancement.

During the second day of the conference, Mohamed Zoubir presented the UGTA’s paper on the Algerian situation. The presentation included key recommendations intended for inclusion in the conference’s final statement. The Algerian delegation emphasized the importance of addressing the root causes of brain drain and creating an environment that attracts and retains skilled workers within the country. The UGTA’s contribution aimed to provide insights and propose actionable strategies for fostering talent development and harnessing the potential of Algerian professionals for national progress.
