Doha Accord Ushers in New Era of Stability for DR Congo

Doha, Qatar – A comprehensive peace agreement, dubbed the “Doha Framework,” was signed today in Doha between the government of the Democratic Republic of Congo (DRC) and the M23 rebel group. The signing marks the culmination of months of Qatari-mediated negotiations aimed at fostering peace and stability in eastern Congo.

The “Doha Framework” establishes a clear foundation for the cessation of hostilities, creating an environment conducive to the return of displaced persons and the promotion of development in affected areas. It underscores the commitment of both parties to engage in an inclusive political process that addresses the root causes of the conflict and paves the way for national reconciliation.

During a press conference following the signing, Qatar’s Minister of State for Foreign Affairs, Mohammed Al-Khulaifi, hailed the agreement as historic, stating that it would be implemented on the ground through mechanisms agreed upon under Qatari mediation. He noted that the declaration of principles signed in Doha on July 19th provided momentum for the negotiations and contributed to this achievement.

Al-Khulaifi emphasized that the signing represents the beginning of achieving comprehensive peace, announcing an agreement to form a reconciliation committee and provide compensation in accordance with the constitution. He highlighted the significant progress made in recent months, including the signing of a mechanism for the release of detainees on September 14th and a mechanism for monitoring and verifying the ceasefire on October 14th, 2025.

The comprehensive peace agreement comprises eight implementation protocols, two of which have already been signed. The remaining six will be subject to further negotiation in the coming days and include protocols related to humanitarian aid access and judicial protection, as well as the restoration of state authority. This agreement is a significant step towards lasting peace in the DRC.
