Algiers – The Ministry of Education has announced a new round of promotions within the education sector, based on professional qualifications. Directives have been issued to the directors of educational institutions across all three levels of education to begin accepting applications for promotions based on qualifications for the year 2025. These promotions are open to educational supervisors, laboratory technicians, and administrative staff.
The directive is based on Order 06-2003, dated July 15, 2006, concerning the general public service law, as well as Executive Decree No. 25/54, dated January 21, 2025, related to the special statute for employees belonging to the specific education sectors. It also references Executive Decree No. 08-04, dated January 19, 2008, concerning common sectors in public administrative institutions, as amended by Executive Decree 16-280, dated November 2, 2016.
Further, the directive references the joint ministerial decree dated September 28, 2025, which defines the list of qualifications and certificates required for employment and promotion in the education sector. It also includes Decision No. 27, dated December 30, 2019, and the human resources management plan for the year 2025.
Educational institution directors have been instructed to submit applications for registration on the promotion lists based on qualifications for the positions programmed for 2025. These promotions are available to employees who meet the specified legal requirements.
The application file must include a written request endorsed by the direct supervisor, a copy of the internship or initial employment decision endorsed by the financial control authority, a copy of the confirmed permanent appointment decision, a copy of the promotion or integration decision into the current rank, and a copy of the most recent grade promotion decision. Additionally, applicants must provide copies of their academic qualifications, certificates, and transcripts, along with a commitment to accept the position according to the provided template.
Among the positions included are advisor analyst for educational and vocational guidance, which requires guidance and counseling advisors to obtain a Master’s degree or its equivalent in education, psychology, or sociology after their initial employment. This initiative highlights the Ministry’s commitment to recognizing and rewarding qualified professionals within the education system.
