UN Security Council Endorses US Plan for Gaza Truce

New York – The United Nations Security Council has adopted a resolution endorsing the United States’ plan to end the conflict in the Gaza Strip. The resolution, passed on Monday evening, New York time, saw 13 members of the council vote in favor, with Russia and China abstaining.

Resolution 2803 welcomes the 20-point plan proposed by US President Donald Trump on September 29, 2025, aimed at achieving a lasting peace in the region. The Security Council has called for the full implementation of the plan and the maintenance of the ceasefire.

Key elements of the resolution include:

  • The establishment of a Peace Council tasked with overseeing the reconstruction of Gaza until comprehensive reform of the Palestinian Authority is achieved.

  • A mandate for the Peace Council and the international civilian and security presence in Gaza concluding at the end of 2027.

  • Recognition that successful reform of the Palestinian Authority and progress in reconstruction could create conditions for self-determination and a Palestinian state.

  • Emphasis on the need to resume aid to Gaza in collaboration with the Peace Council, ensuring it is used solely for peaceful purposes.

  • Operational entities working under the authority of the Peace Council, funded by voluntary contributions and donors.

  • A call for the World Bank and other financial institutions to support Gaza’s reconstruction, including the establishment of a dedicated fund.

  • The creation of a temporary international stabilization force in Gaza, operating under unified command in coordination with Egypt and Israel.

  • The stabilization force’s mandate includes disarming Gaza, protecting civilians, and training Palestinian police forces.

  • Assisting in securing humanitarian corridors within the Gaza Strip.

  • The gradual withdrawal of the Israeli army as the stabilization force assumes control, based on agreed-upon criteria and a timeline.

  • A call for states and organizations to provide financial, logistical, and personnel support to the Peace Council and the stabilization force in Gaza.

  • The Peace Council to submit written reports to the Security Council every six months on the progress made in Gaza.

  • The establishment of operational entities with international authority to manage the transitional governance of Gaza.

The resolution marks a significant step toward establishing a framework for long-term stability and reconstruction in the Gaza Strip. DZWatch will continue to provide updates on this developing story.
