Platform Launch Imminent for Algerian University Faculty Transfers

Algiers – The Ministry of Higher Education and Scientific Research is preparing to launch a dedicated platform for facilitating the transfer of research professors within the coming days, DZWatch has learned. The platform will reportedly maintain the existing transfer criteria.

This initiative aligns with the Ministry’s commitment to fostering dialogue and collaboration with social partners. The National Federation of Higher Education and Scientific Research (FNESRS) is actively involved in monitoring the professional development of research professors, permanent researchers, and research support staff.

Representatives from the FNESRS recently met with a representative of the Minister of Higher Education and Scientific Research, the Director of Human Resources, and their assistants, to discuss key issues affecting these groups. This meeting is the first in a series of planned discussions focusing on housing, scientific research, union representation, and other relevant sector concerns.

Discussions centered on the transfer platform and the standardization of teaching workloads for research professors. Emphasis was placed on reminding university institutions to adhere to established regulatory guidelines. The parties agreed to set dates for university habilitation and professorship promotion cycles before December 31, 2025, ensuring timely notification to allow for adequate preparation. Furthermore, the FNESRS will prepare a comprehensive proposal related to social services, encompassing research professors, permanent researchers, and research support staff.

Regarding union representation and participation committees, an agreement was reached to have the relevant departments within the Ministry of Higher Education and Scientific Research issue a reminder to certain university and research institutions about the necessity of implementing regulations pertaining to union representation in participation committees.

The meeting also addressed the concerns of permanent researchers, including the composition and leadership of researcher evaluation committees, and the timing of the next cycle announcement in relation to university habilitation and professorship promotion cycles. The discussion also covered the risk allowance and habilitation grant files.
