Algeria and Vietnam Forge Strategic Partnership with New Agreements

Algiers, Algeria – Algeria and Vietnam have significantly strengthened their bilateral ties through a series of agreements signed on Wednesday, marking a new era of strategic cooperation. The agreements were finalized following discussions between Algerian Prime Minister Sifi Gherib and his Vietnamese counterpart, Pham Minh Chinh, culminating in the adoption of the Algerian-Vietnamese Strategic Partnership Declaration.

The two leaders oversaw the signing ceremony for several agreements and memoranda of understanding (MOUs) spanning vital sectors. These agreements aim to unlock new avenues for collaboration and bolster economic and scientific exchanges between the two nations.

The agreements include:

  • Minutes from the 13th session of the Joint Committee for Economic, Scientific, and Technical Cooperation, held on November 16th and 17th, 2025. This serves as a foundation for deepening bilateral cooperation.
  • An MOU in the field of housing, urban development, and city planning between the Algerian Ministry of Housing, Urban Planning, and the City and its Vietnamese counterpart.
  • An annex to the general protocol for debt settlement between the two countries, enhancing transparency and streamlining bilateral financial transactions.
  • A cooperation agreement in the field of education between the governments of Algeria and Vietnam, aimed at developing the exchange of expertise and improving training programs.
  • An MOU between the Algerian Chamber of Commerce and Industry (CACI) and its Vietnamese counterpart (VCCI) to support investments and facilitate trade exchanges.
  • An MOU between the Houari Boumediene University of Science and Technology and the Vietnamese Posts and Telecommunications Institute to strengthen academic cooperation and scientific research.

These agreements reflect a shared commitment to elevating Algerian-Vietnamese relations to a genuine strategic partnership, based on the exchange of expertise and the development of joint projects in priority sectors.

This development aligns with both countries’ efforts to enhance their regional and international presence, and to expand South-South cooperation in a way that serves sustainable development and achieves mutual benefits.
