Algiers, Algeria – A joint ministerial decree has been issued, outlining a new classification system for senior positions within Algeria’s universities. The move aims to streamline the organizational structure of higher education institutions under the Ministry of Higher Education and Scientific Research.
The decree specifically addresses the classification of senior roles within university directorates, faculties, institutes, and university annexes. It details the eligibility criteria for these positions and establishes corresponding incentive-based salary increases.

It provides a clear categorization of various positions, including heads of research units, directors of research laboratories, heads of research departments, heads or officers of research teams, and heads of branches within institutes. Each position is assigned a specific incentive-based salary increase, in accordance with Presidential Decree No. 07-307.
Eligibility for these senior positions is determined by seniority and experience in academic and administrative work. For example, the position of “Head of Research Unit” requires a minimum qualification of Lecturer Class “B” with at least two years of practical experience. Similar requirements apply to the role of “Director of Research Laboratory,” also requiring a Lecturer Class “B” qualification and a minimum of two years of experience. The position of “Head or Officer of a Research Team” necessitates an Assistant Professor Class “B” qualification with three years of seniority.
The decree also specifies the incentive-based salary increases for each position, based on the employee’s classification level. For instance, a “Head of Research Unit” receives an incentive increase of 685 points, while “Directors of Research Laboratories” and “Heads of Research Departments” receive 495 points. “Heads or Officers of Research Teams” receive an increase of 345 points.
Appointments to these senior positions will be made based on decisions issued by the Minister of Higher Education or the university director, as outlined in the new regulations.
