Belaaribi Issues Key Directives for AADL 3 Housing Projects

Algiers, November 23, 2025 – Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaaribi, has issued important directives pertaining to the AADL 3 (Agence d’Amélioration et de Développement du Logement) housing program, emphasizing the government’s vision for integrated residential neighborhoods.

Minister Belaaribi stressed that the state aims to create complete living environments that provide citizens with a dignified life and balanced public facilities, with educational institutions being a top priority. He made these remarks during a meeting held at the National Housing Bank, alongside the Minister of National Education, Mohamed Seghir Saddaoui. The meeting focused on evaluating the 2025-2026 school year and preparing for the 2026-2027 academic year.

According to a statement from the Ministry of Housing, following President Abdelmadjid Tebboune’s launch of the first phase of the 46,000 AADL 3 housing units across the country – including 8,000 units in the new urban pole of Sidi Sais in Constantine – Minister Belaaribi instructed directors of public equipment to prioritize the simultaneous construction of educational facilities alongside the housing projects.

These instructions aim to ensure the completion of integrated residential complexes within a modern urban design framework that respects both aesthetic and functional standards, reflecting an evolved Algerian architectural identity. The Minister urged design firms to strive for innovative architectural designs for educational institutions, mirroring the successful model seen this year in a school in Laghouat, which exemplifies modernity and pedagogical excellence.

Furthermore, Minister Belaaribi mandated the creation of special project monitoring committees, chaired by the Director of Housing in each wilaya (province) and comprising the Director of Public Equipment and the Director of Education. These committees will address on-site challenges and ensure meticulous monitoring of educational project implementation, particularly within the new residential areas, to guarantee timely delivery and high-quality construction.
