Southern Provinces to Receive Transport Cost Compensation

Algiers, December 15, 2025 – A joint ministerial decree has been issued outlining compensation for land transport costs for essential goods destined for 19 southern provinces. The decree, published in Official Gazette No. 82, lists 33 widely consumed items eligible for transport cost subsidies aimed at supporting the supply of goods to these regions.

The decision, signed on October 30th by the Minister of Internal Trade and Regulation of the National Market and the Minister of Finance, stipulates that economic operators involved in supplying the southern market with items from the specified list will benefit from compensation for their land transport expenses.

The comprehensive list includes staple goods such as flour, semolina, fresh and processed tomatoes, onions, garlic, zucchini, carrots, lettuce, and eggs. It also encompasses both fresh and frozen red and white meats, milk for human consumption (both for adults and infants), infant formula, coffee, tea, sugar, and canned tomatoes. Other items include yeast, dried legumes, rice, pasta, cooking oils, livestock feed, household soap and detergent powder, potatoes, school supplies, butane gas, medicines, and construction materials like concrete iron, wood, and welded mesh.

Furthermore, the compensation extends to milk powder and anhydrous milk fat intended for dairy production, bulk gas destined for filling centers, packages for processing industries, and books.

The mechanisms for this compensation were established under an executive decree issued on March 31, 2024. According to that decree, the transport cost compensation program applies to the following 19 southern provinces: Adrar, Tamanrasset, Tindouf, Illizi, Bechar, Ouargla, El Oued, Ghardaia, El Bayadh, Naama, Timimoun, Bordj Badji Mokhtar, Beni Abbes, In Salah, In Guezzam, Touggourt, Djanet, El M’Ghair, and El Meniaa.
