Gaza: Israeli Group Documents Waves of Displacement

Gaza City – A new report details the ongoing displacement crisis within the Gaza Strip, highlighting the immense challenges faced by displaced Palestinians. An Israeli human rights organization has documented the repeated forced displacement of Gazan residents, painting a stark picture of life under conflict.

The report focuses on what it describes as continuous waves of displacement since October 2023. It argues that framing the situation as ‘waves’ simplifies the reality of a relentless and dynamic process, where residents are perpetually forced to flee their homes. This constant state of flux has defined life in Gaza for the past two years.

According to the organization’s findings, between October 2023 and October 2025, the Israeli military issued at least 161 evacuation orders targeting residents of Gaza. Many of these orders demanded the simultaneous evacuation of numerous areas, impacting hundreds of thousands of people.

The initial mass evacuation order was issued on October 13, 2023, a mere six days after the start of the conflict. This order directed approximately 1.1 million residents of northern Gaza to evacuate their homes and move south within a 24-hour timeframe. The report emphasizes that these individuals, already under heavy bombardment, were forced to make rapid decisions about where to seek refuge, with no guarantee of safety or security.

The report emphasizes the dire conditions in displacement camps across Gaza. Overcrowding, lack of access to clean water and sanitation, and limited medical resources contribute to a humanitarian crisis. The situation is further exacerbated by the ongoing conflict, which makes it difficult for aid organizations to reach those in need.
