Algerian Parliament Approves Landmark Digital Trust Law

Algiers – The Algerian Parliament has ratified a pivotal law concerning trust services and electronic identification, marking a significant step towards bolstering the nation’s digital infrastructure.

Sid Ali Zerrouki, the Minister of Post and Telecommunications, emphasized that the approved legislation is a cornerstone in establishing digital sovereignty and fostering a secure digital economy within Algeria. He highlighted the law’s critical role in keeping pace with rapid technological advancements and strengthening confidence in the digital landscape.

Minister Zerrouki stated that the law aligns with the strategic vision championed by the President, aiming to create a comprehensive national digital system. This system is designed to stimulate economic growth, improve administrative efficiency, and enhance the security of electronic transactions.

The primary objective of the new law is to provide a comprehensive legal framework for the development of trust services and electronic identification. This framework will enable the secure and reliable expansion of digital services. The legislation also seeks to strengthen national digital sovereignty, secure information systems, and create conditions for a sustainable digital economy based on trust and legal security.

Furthermore, the law mandates the establishment of a unified national authority for electronic certification. This authority will be responsible for regulating and managing trust services, ensuring their consistency and effectiveness across both governmental and economic sectors. Minister Zerrouki explained that this authority will provide continuous trust services within the government sector and transitional services within the economic sector until a competitive environment is achieved. The principle of free services will generally apply within the governmental domain.

The new law extends beyond traditional approaches limited to electronic signatures and certifications, paving the way for broader digital transaction support and innovation.
