Prime Minister Stresses Legal Security as Key to Economic Growth

Prime Minister Seifi Gherib has affirmed that legal security is a fundamental prerequisite for sustainable economic development in Algeria. He emphasized that no investment project can thrive without a clear legal framework and confidence in an independent and specialized judiciary.

Speaking at the opening of the National Forum on Legal Security and its Impact on Economic Development on Saturday, the Prime Minister highlighted the extensive legislative reforms undertaken by the state. These reforms include revisions to investment laws, regulations concerning economic real estate, the banking system, public procurement laws, and amendments to the penal code.

The amendments to the penal code aim to protect managers, promote transparency, accountability, and integrity. The Prime Minister noted that the new Code of Criminal Procedure ensures the protection of managers from prosecution except upon a prior complaint from the social bodies of the institutions.

“The issue of enshrining legal security and protecting managers has taken an important place in these reforms,” Prime Minister Gherib stated. “The Penal Code was revised in 2024 to include precise objective criteria that define management actions that violate laws and regulations, and are punishable by law. Any act that obstructs investment or prejudices it has also been criminalized.”

Mr. Gherib further explained that the forum presents an opportunity for consultation among various economic and legal actors, including experts, university professors, lawyers, and economic operators. The goal is to formulate practical recommendations that support legal security and encourage investment initiatives.

The Prime Minister concluded his address by officially opening the forum, reiterating the commitment of public authorities to provide all necessary guarantees to enhance legal security, protect managers, and support Algeria’s economic development. He expressed hope that the forum’s activities would lead to practical recommendations that contribute to strengthening legal security, protecting managers, and encouraging investment.
