Ramallah – A new report reveals that almost half of all Palestinian prisoners held in Israeli prisons are being detained without charge or trial. The report, released today, details the conditions faced by Palestinian prisoners as of the end of 2025.
According to the joint report issued by the Palestinian Authority’s Commission of Detainees and Ex-Detainees Affairs, the Palestinian Prisoner’s Society, and the Addameer Prisoner Support and Human Rights Association, the number of Palestinian prisoners currently exceeds 9,300. Shockingly, approximately 49% of these individuals are being held arbitrarily in central prisons, without any formal charges or judicial proceedings.
The report further states that Israeli authorities are holding 3,350 Palestinians in so-called “administrative detention.” This practice allows for imprisonment for renewable periods of several months, potentially extending to years, based on secret files that neither the detainees nor their lawyers are permitted to access. Furthermore, the report highlights that 1,220 prisoners from Gaza are classified as “unlawful combatants” under a law that effectively mirrors administrative detention.
The report also addresses the broader context of the ongoing conflict. It asserts that 2025 has been marked by a continuation of genocidal acts in the Gaza Strip and widespread aggression throughout Palestinian territories. The systematic abuse of prisoners in prisons and camps, which have allegedly become sites of constant and deliberate torture, is also highlighted.
The report indicates that the number of prisoners killed by Israeli forces since the start of the alleged genocidal campaign is a clear indication of this policy. Over one hundred prisoners have reportedly died, with the identities of 86 confirmed, including 32 deaths occurring in 2025. Dozens of detainees from Gaza remain forcibly disappeared. The total number of Palestinian prisoners who have died in Israeli custody since 1967 has now reached 323. The organizations also noted that the bodies of 94 deceased prisoners are still being held, 83 of whom died after the start of the Gaza war on October 7, 2023. The report alleges systematic executions of prisoners during the conflict, exceeding the total number of deaths in the 24 years from 1967 to 1991. DZWatch continues to investigate these claims.
