Education Minister Emphasizes Rigor in Teacher Recruitment

National Education Minister, Mohamed Seghir Sadawi, chaired a national conference via video conferencing yesterday from the ministry’s headquarters in Algiers. The conference brought together officials from the central administration, directors of education, and appointed directors to monitor the progress of educational and administrative operations during the academic semester. The meeting also served to provide guidance aimed at ensuring the proper application of legal and regulatory texts and enhancing the quality of local management.

According to a statement from the Ministry of Education, the Minister emphasized the need for strict adherence to the legal procedures and regulations governing the submission of applications, particularly concerning qualifications. He stressed the importance of ensuring transparency and equal opportunities for all candidates, within full respect for applicable legal and regulatory texts.

In this context, the Minister invited directors of education to present concerns and observations related to situations they faced during candidate registration. He affirmed the ministry’s commitment to listening to all comments and addressing them in a way that ensures the smooth running of the competition. He also announced the formation of a follow-up cell at the central administration level to study inquiries and provide necessary clarifications.

The Minister recalled the supplementary circular to the list of qualifications accepted for employment and promotion in positions belonging to the national education sector, which was approved by the Directorate General of Public Service.

The Minister pointed to the high level of coordination between the Ministry of National Education and the Ministry of Higher Education and Scientific Research to address the expressed needs regarding teachers graduating from higher teacher training colleges. This coordination has resulted in the establishment of higher schools and the opening of annexes in several provinces, with the aim of training as many teachers as possible in the future. He stressed the need to translate this central coordination into effective field communication between directors of education and directors of higher schools and their annexes, to understand the reality of training and enhance cooperation between the two sectors.

Furthermore, the Minister of National Education affirmed that addressing and settling the legal status of members of trade union organizations is carried out in a participatory and consensual manner with social partners, in accordance with the provisions of Law No. 23-02, particularly Articles 104 to 107 and Article 119, as well as Executive Decree No. 23-360 related to the modalities of delegation to perform the duties of a permanent official at the level of trade union organizations.
