New Traffic Law Presented to Council of the Nation

Algiers, January 6, 2026 – The Minister of Interior presented a draft of the new traffic law to the Council of the Nation today, marking a significant step towards improving road safety in Algeria. The presentation took place before the Committee on Equipment and Local Development, chaired by Yahya Charef.

The Minister emphasized that this legislative initiative directly implements the President’s instructions to bolster measures aimed at eradicating road insecurity. He stated that the draft law prioritizes the safety of vehicles and roads, assigning both criminal and civil responsibility to all parties involved in traffic violations.

According to the Minister, the proposed law incorporates new measures designed to address the rapidly evolving global challenges that threaten road safety. He highlighted the government’s commitment to fostering a society that respects order and values human life. He further stressed that citizen safety is not merely an option but a fundamental obligation of the state, achievable through the cultivation of a strong road safety culture.

Key aspects of the draft law focus on road safety and prevention, aiming to reduce traffic accidents by addressing all contributing factors, including those related to drivers, vehicles, and road conditions. The law clearly defines the responsibilities of those in charge of road construction and maintenance. These parties will be held civilly liable for accidents caused by substandard work, neglect, or failure to adhere to established standards.

Furthermore, the Minister clarified that the draft law will hold all parties accountable for traffic accidents, including those involved in manipulating technical inspection reports, improperly issuing driver’s licenses, and failing to properly maintain roads. The law criminalizes the issuance of false technical inspection reports that fail to document existing vehicle defects.

The new traffic law represents a comprehensive effort to improve road safety and accountability across all levels. It is expected to undergo further review and debate within the Council of the Nation before its potential enactment.
