Algeria’s University Services Undergo Radical Transformation

Algiers – Algeria’s university services sector is undergoing a period of unprecedented development and transformation, achieving significant progress across various areas. This vital sector, a cornerstone of the student experience, is now a leading example of aligning with government policies, with a focus on digitalization, quality improvement, and resource optimization.

The transformation began in 2022 with the launch of the “Zero Paper” policy, which digitized various administrative procedures, including catering services in university residences. This initiative culminated in the issuance of student and professional cards and the activation of the “Wallet” electronic wallet, facilitating access to meals and reducing financial waste. Authorities estimate that this digitalization has saved the public treasury millions of dinars while improving the quality of services provided to students daily.

This success is attributed to the efforts of all sector employees, from directors and administrators to department and branch heads, and professional workers, with direct support from senior leadership, including the Minister of Higher Education and Scientific Research. The Minister’s vision emphasized the use of modern technology and digital media as a catalyst for administrative modernization. Adel Mezough, the current Director-General of the National Office of University Services, has also played a pivotal role in continuing this transformation, ensuring the sector’s momentum.

Since the beginning of 2026, university residences have experienced a qualitative leap in catering through direct partnerships with public economic institutions. This shift has not only improved the quantity and quality of meals but has also enabled the large-scale provision of essential food items, much to the satisfaction of students and catering staff alike. This marks a new era of efficiency and quality within Algerian university services.

This transformation represents a significant step forward in modernizing Algeria’s higher education system, ensuring students receive the best possible support throughout their academic journey.
