Finance Minister Resolves Integration of Aid Program Beneficiaries

Algiers – The Minister of Finance, Abderrahmane Raouya, has formally addressed concerns regarding the integration of beneficiaries from the professional and social integration assistance program for certificate holders. This resolution comes in response to a written inquiry submitted by a member of the People’s National Assembly.

The initial inquiry, directed to the Prime Minister, focused on the status of a specific group of beneficiaries within the professional and social integration assistance schemes, with particular emphasis on the integration timeline and its implementation.

The Minister of Finance clarified that the integration process was conducted in accordance with the joint ministerial instruction number 25, dated December 16, 2019. This instruction outlines the implementation of Executive Decree number 19-336, dated December 8, 2019, which pertains to the integration of beneficiaries from the assistance programs, specifically addressing the scheduling and effective dates of integration.

The integration process was executed based on seniority acquired within the program, spanning three financial years. The 2019 financial year covered individuals with actual seniority exceeding eight years as of October 31, 2019. The 2020 financial year encompassed individuals with actual seniority ranging from three to eight years on the same date. The 2021 financial year was dedicated to integrating the remaining individuals with less than three years of seniority as of October 31, 2019.

Furthermore, the Minister of Finance noted that Executive Decree number 22-41, dated January 16, 2022, extended the integration deadline to 2023, instead of concluding the process on December 31, 2021. The same provisions adopted during the 2019-2021 period were maintained.

Regarding salary arrears, the response clarified that individuals with actual seniority of less than eight years as of October 31, 2019, will receive their arrears starting from the date of signing the integration decisions. The financial impact will be retroactively addressed from January 1, 2020. This measure aims to ensure equitable treatment and address concerns raised by beneficiaries regarding their financial entitlements.
