The Ministry of Education has clarified its strategy for filling vacant positions for contracted staff, addressing concerns raised regarding stability within the national education sector. Minister of Education Mohamed Sghir Sadawi provided details in response to inquiries from a member of the People’s National Assembly, referencing communication number 3115 from the Ministry of Relations with Parliament, dated October 14, 2025.
The parliamentary inquiry specifically addressed vacant financial positions for education supervisors and contracted employees, questioning the timeline for filling these roles to ensure stability within the education system.
Addressing Staffing Needs
Minister Sadawi explained that the Ministry has prioritized providing the necessary staffing to address identified needs in middle and secondary schools during the current academic year, 2025-2026.
Exceptional Authorization for Reserve Lists
The Ministry secured exceptional authorization from the Directorate-General of Public Service and Administrative Reform to utilize reserve lists from the 2024 recruitment competitions based on tests. This authorization allows for filling vacant financial positions for education supervisors that opened up in 2025, following the guidelines outlined in instruction number 01, dated February 20, 2013.
Professional Examinations for Contracted Staff
Furthermore, the Minister stated that authorization was granted to organize professional examinations in 2025 for recruiting contracted staff. This recruitment aligns with the number of financial positions allocated in the 2025 budget for central administration, decentralized services, and public institutions under the Ministry of Education’s supervision.
External Recruitment Competitions
The Ministry of Education affirmed its commitment to filling all vacant financial positions through established procedures, including opening external recruitment competitions.
