Algiers, Algeria – Boualem Boualem, the Chief of Staff of the Algerian Presidency, has refuted recent rumors suggesting that the military establishment rejected the proposed technical amendment to the Constitution. His statement aims to dispel speculation surrounding the postponement of discussions on the constitutional amendment and the organic law on elections.
Speaking on the sidelines of a meeting held at the Palais des Nations with leaders of various political parties, Boualem clarified that the delay in considering the two draft laws was not linked to the absence of Chief of Staff of the People’s National Army, General Saïd Chengriha, from a recent cabinet meeting.
“The postponement was solely intended to enrich the texts with input from representatives of the political parties,” Boualem stated, emphasizing the government’s commitment to inclusive dialogue and consensus-building.
Addressing concerns regarding General Chengriha’s absence, Boualem explained that it coincided with the Chief of Staff’s previously scheduled leave. He dismissed any suggestion of dissent or disagreement within the government or between the civilian and military leadership.
The proposed technical amendment to the Constitution and the revision of the organic law on elections are considered crucial steps in President Abdelmadjid Tebboune’s reform agenda, aimed at strengthening democratic institutions and promoting greater political participation. The government intends to continue consultations with political actors and civil society to ensure the widest possible support for these key legislative initiatives.
