Algerian-Somali Cooperation in the Judicial Field

A memorandum of understanding was signed on Tuesday in Algiers between the Ministry of Justice and its Somali counterpart to enhance legal and judicial cooperation and the exchange of expertise and experiences. The memorandum was signed at the ministry’s headquarters by the Minister of Justice and Keeper of the Seals, Lotfi Boudjemaa, and the Minister of Justice and Constitutional Affairs of the Federal Republic of Somalia, Hassan Moallim Mohamud Sheikh Ali.

In a speech delivered on the occasion, Boudjemaa highlighted the importance of the relations between the two countries, which are based on solid foundations and mutual respect. He stated that these principles pave the way for broad cooperation, reflecting the goals of the high authorities in both nations.

Boudjemaa pointed out the importance of human resource development, which has become the core of contemporary investment policies and plays a significant role in keeping pace with the developments and mechanisms of the digital age. He emphasized that the justice sector cannot remain isolated or fall behind in this process.

From this perspective, the minister added that the memorandum of understanding allocates significant space to enhancing capacities in the field of training judges and prosecution members. It will allow both parties to exchange expertise regarding educational and study curricula for institutes and schools concerned with training judges, prosecutors, and staff, as well as their training programs, and to establish joint mechanisms aimed at developing this field.

He also noted that both sides agreed to share expertise in the management of penitentiary institutions and the development of social reintegration programs for prisoners. This is in addition to planning, constructing, and equipping judicial facilities and adopting modern technical means to contribute to improving the efficiency of judicial work and facilitating citizens’ access to justice.

For his part, the Somali Minister of Justice praised the depth of the brotherly ties between the two countries, considering the memorandum of understanding an “important milestone” in the path of strengthening legal and judicial cooperation. He stated that it opens broad horizons for the exchange of expertise, particularly in developing the judicial system, building human capacities, and enhancing the efficiency of justice institutions.

He added that his country attaches great importance to benefiting from Algeria’s leading experience in the field of justice and the judiciary, including its accumulated expertise and successful models in judicial administration, training, and legislation. He noted that this represents a real added value to his country’s efforts aimed at rebuilding and developing the justice sector to serve the rule of law and enhance citizen confidence in state institutions.

On the same occasion, the Somali minister expressed his appreciation for Algerian efforts and sincere cooperation, hoping that this memorandum would form a solid foundation for a sustainable judicial partnership that serves the interests of both countries and their peoples.
