July 2 Legislative Elections: Endorsement Procedures for Candidate Lists

The National Independent Authority for Elections issued a statement on Tuesday regarding the endorsement procedures for candidate lists for the election of members of the People’s National Assembly, scheduled for July 2, 2026.

According to the statement, pursuant to Presidential Decree No. 26-145 dated April 4, 2026, which calls the electorate for the election of members of the People’s National Assembly on Thursday, July 2, 2026, and in accordance with the provisions of Organic Law No. 21-01 dated March 10, 2021, concerning the electoral system, specifically Article 202, the Authority outlined the methods for endorsing candidate lists sponsored by political parties.

Political parties that obtained more than four percent (4%) of the votes cast in the constituency during the last legislative elections are eligible. The Authority clarified that parties with a percentage equal to or less than 4% cannot combine their results with other parties to exceed the threshold for forming a coalition list.

The same principle applies to political parties that have at least ten (10) elected officials in the constituency. Parties with fewer than ten elected officials cannot combine their numbers with other parties to reach the required minimum of ten officials in the relevant constituency.

Political parties that do not meet either of the aforementioned conditions, or those participating in elections for the first time, must support their candidate list with one hundred and fifty (150) signatures from voters in the relevant constituency for each seat to be filled.

The Authority also informed political parties that participated in the election of members of the People’s National Assembly on June 12, 2021, that they may refer to certified copies of the vote concentration reports provided to their authorized representatives by the heads of the provincial electoral commissions, or request a copy from the provincial coordinator or the central Authority.
