Algeria and the Democratic Republic of Congo (DRC) have forged a significant strategic partnership in the energy sector, aiming to bolster cooperation across the entire hydrocarbon value chain. This collaboration, solidified during the visit of DRC's Minister of Hydrocarbons, Acacia Bandubola Mbongo, to Algiers, underscores a shared commitment to advancing energy development and integration within Africa.

The agreement encompasses key areas such as exploration, production, refining, technological transfer, and infrastructure development. This initiative reflects the mutual desire of both Algiers and Kinshasa to elevate their energy cooperation to a strategic level, focusing on tangible projects that span the oil and gas industry from extraction to distribution.

Discussions between Algeria's Minister of State, Minister of Hydrocarbons, Mohamed Arkab, and Minister Mbongo highlighted a convergence of views on the critical role of hydrocarbons as a driver for economic growth, value creation, and energy sovereignty. The partnership is built on the strong historical and fraternal ties between the two nations, emphasizing complementarity, experience sharing, and skill exchange.

Opportunities for joint ventures are extensive, covering exploration, production, field development, refining, petrochemicals, and the marketing of petroleum products. The cooperation also extends to the development of the gas industry, hydrocarbon transportation, specialized oilfield services, energy engineering, and logistics.

In a move to embrace the future of the energy industry, Algeria and the DRC have agreed to expand their collaboration into emerging fields. This includes digitization, technological innovation, scientific research, and the application of artificial intelligence to optimize operations and enhance competitiveness. Both nations are keen to integrate modern technologies into their energy strategies to navigate the evolving global market.

Furthermore, the partnership places a strong emphasis on human capital development. Joint programs for specialized training, expert exchanges, and knowledge transfer are planned, with a particular focus on strengthening the DRC's energy sector workforce. Algerian institutions, including the Algerian Petroleum Institute, are poised to play a crucial role in this capacity-building effort.

The agreement establishes a permanent institutional framework to promote and structure bilateral cooperation in the hydrocarbons sector, fostering partnerships between public bodies, specialized institutions, and national companies. This strategic alignment is set to accelerate the implementation of identified projects and contribute to a more integrated and resilient African energy landscape.
