Algeria and DRC Forge Strategic Energy Alliance to Boost African Hydrocarbon Sector

Algeria and the Democratic Republic of Congo (DRC) have embarked on a significant new phase of energy cooperation, underscored by the signing of a strategic partnership agreement. This collaboration aims to bolster their joint efforts across the entire hydrocarbon value chain, from exploration and production to refining, technological transfer, and infrastructure development.

The agreement was finalized during a working visit to Algiers by the DRC's Minister of Hydrocarbons, Acacia Bandubola Mbongo, who was hosted by Algeria's Minister of State, Minister of Hydrocarbons, Mohamed Arkab. This visit signifies a mutual commitment from both Algiers and Kinshasa to elevate their energy partnership to a strategic level, focusing on tangible projects that span the oil and gas industry.

Discussions held at the Ministry of Hydrocarbons highlighted a shared vision for the critical role of hydrocarbons in driving economic development, creating value, and enhancing energy sovereignty. Both nations emphasized the historical and fraternal ties that bind them, reaffirming their dedication to a sustainable partnership built on complementarity, the exchange of expertise, and the sharing of skills.

The scope of the cooperation extends to numerous opportunities within the hydrocarbon industry. Both countries expressed keen interest in joint ventures for exploration and production, oil and gas field development, refining, petrochemicals, and the marketing and distribution of petroleum products. The partnership also encompasses the development of the gas industry, hydrocarbon transport, specialized oilfield services, energy engineering, and related logistics.

A particular focus was placed on innovation, digitalization, and artificial intelligence within the energy sector. Recognizing the global energy industry's rapid evolution, Algeria and the DRC agreed to expand their collaboration into emerging, high-value areas. This includes leveraging AI for operational optimization, data management, and enhancing sector competitiveness, aligning with global trends in modernizing energy strategies.

Furthermore, the human element of the partnership was given significant attention. Both Algerian and Congolese officials underscored the strategic importance of human resource development as a cornerstone for sustainable growth and project success. Planned initiatives include specialized training programs, expert exchanges, and knowledge transfer mechanisms. The Algerian Petroleum Institute is set to play a pivotal role in this aspect, offering its extensive experience in training cadres and technicians for the oil and gas industry.

The newly signed agreement establishes a permanent institutional framework to promote and structure bilateral cooperation in hydrocarbons. It aims to foster the exchange of expertise, technical knowledge, and best practices, encouraging partnerships between public bodies, specialized institutions, and national companies. The accord covers a broad spectrum of cooperation, from upstream activities to downstream sectors like petrochemicals, refining, and the marketing of LPG, as well as oilfield services and logistics. It also includes provisions for joint projects in storage, technical control, regulation, and the management of geological and hydrocarbon databases.

Both nations also reaffirmed their commitment to continental energy cooperation, praising the coordination within the African Petroleum Producers Organization (APPO). They stressed the importance of promoting African energy initiatives to bolster the continent's energy security, foster regional integration, and support sustainable development goals. This shared ambition positions Algeria and the DRC as active contributors to a more integrated, resilient, and self-sufficient African energy landscape.
