Algeria, Russia Affirm Deepening Hydrocarbons Partnership in Moscow

Algerian Minister of Hydrocarbons, Mohamed Arkab, held discussions with Russian Deputy Prime Minister for Energy, Alexander Novak, in Moscow on Thursday. The meeting underscored the robust bilateral relations between the two nations, which have seen increasing momentum since the signing of the Deepened Strategic Partnership Declaration in June 2023. This reflects the shared commitment of both countries' leadership to elevate and diversify bilateral cooperation.

The talks, a prelude to the 13th session of the Algerian-Russian Joint Intergovernmental Commission for Economic, Commercial, Scientific, and Technical Cooperation, saw both sides express satisfaction with the existing level of collaboration. They reiterated their resolve to further strengthen their partnership in the hydrocarbon sector and expand it across the entire oil and gas value chain.

High-ranking officials from both sides, including the Algerian and Russian ambassadors, the head of Algeria's National Agency for the Valorization of Hydrocarbon Resources (ALNAFT), Samir Bakhti, and the head of the Hydrocarbons Regulatory Authority, Amine Remini, attended the discussions. The agenda focused on the current state and future prospects of cooperation and partnership, along with strategies to broaden these ties.

The two parties exchanged views on opportunities to enhance cooperation in exploration, production, oil and gas field development, refining, and petrochemicals. Discussions also covered technological innovation, environmental protection, and reducing the carbon footprint of energy activities.

Minister Arkab presented Algeria's national strategy for hydrocarbons sector development, outlining major programs initiated to boost production capacities and enhance the sector's attractiveness. He also detailed the state's reforms aimed at improving the investment climate, particularly through the current legal framework for hydrocarbon activities, which offers significant advantages, incentives, and guarantees to investors.

Arkab highlighted investment opportunities available in Algeria, specifically referencing the "Algeria Bid Round 2026" launched by ALNAFT. This round includes seven promising exploratory perimeters with substantial oil and gas potential and competitive development prospects. The officials also exchanged perspectives on global oil and gas market developments and short-to-medium-term outlooks, addressing key challenges confronting the global energy industry amid current economic and geopolitical shifts.

In this context, Arkab reaffirmed Algeria's steadfast commitment to the principles of cooperation and coordination within the OPEC+ alliance. He underscored Algeria's adherence to the shared objectives of maintaining stability and balance in global oil markets, noting that Algeria "has been and remains an active and influential party in supporting consensuses that serve the interests of both producers and consumers."

Both sides emphasized the critical importance of collective and precise adherence to OPEC+ commitments, which contributes to global oil market stability and fosters a conducive investment climate in the energy industry. They affirmed their support for the efforts of OPEC and the countries participating in the Declaration of Cooperation to enhance energy security, ensure sustainable supplies, and stabilize international markets.

Concluding the meeting, both parties stressed the importance of continued dialogue and coordination between their respective institutions and bodies. They also advocated for promoting industrial and investment partnerships based on mutual benefit, knowledge transfer, and technology exchange, serving the common interests of Algeria and Russia and advancing their strategic partnership.
