Algerian Minister of Energy and Mines, Mohamed Arkab, held significant discussions in Moscow with Russian Deputy Prime Minister Alexander Novak, focusing on bolstering bilateral cooperation in the energy sector. During the meeting, which served as preparation for the 13th session of the Joint Algerian-Russian Intergovernmental Committee for Economic, Commercial, Scientific, and Technical Cooperation, both sides expressed satisfaction with the current level of partnership. Emphasis was placed on strengthening collaboration within the hydrocarbon sector, with a view to extending it across the entire oil and gas value chain.
The discussions, attended by key officials including Algeria's Ambassador to Russia, Russia's Ambassador to Algeria, the President of Algeria's Hydrocarbons Resources Valorization Agency (ALNAFT), Samir Bakhti, and the President of the Hydrocarbons Regulatory Authority, Amine Remini, explored avenues for enhancing cooperation in exploration, production, development of oil and gas fields, refining, petrochemicals, technological innovation, environmental protection, and reducing the carbon footprint of energy activities.
Minister Arkab presented Algeria's national strategy for hydrocarbon sector development, highlighting major programs aimed at boosting production capacity and enhancing the sector's attractiveness. He detailed reforms designed to improve the investment climate, particularly through a new legal framework for hydrocarbon activities offering significant benefits, incentives, and guarantees to investors. Arkab also showcased investment opportunities available in Algeria, notably through the upcoming "Algeria Bid Round 2026" international tender, which includes seven promising exploration blocks with substantial oil and gas potential.
Discussions also covered global oil and gas market dynamics and short to medium-term outlooks, addressing the key challenges facing the global energy industry amidst current economic and geopolitical shifts. Minister Arkab reiterated Algeria's firm commitment to cooperation and coordination within the OPEC+ framework, underscoring the nation's consistent role in supporting agreements that stabilize global oil markets and serve the interests of both producers and consumers.
Both parties stressed the importance of collective adherence to OPEC+ commitments to ensure global oil market stability and foster investment in the energy sector. They affirmed their support for the efforts of OPEC and its partner countries in enhancing energy security, ensuring supply sustainability, and stabilizing international markets.
The meeting concluded with a mutual affirmation of the importance of continued dialogue and coordination between Algerian and Russian institutions.
