Niger, Algeria Deepen Energy Ties, Expanding Bilma, Kafra Projects
Algeria and Niger are advancing their energy cooperation following a meeting in Algiers between Mohamed Arkab, Algeria's Minister of Hydrocarbons, and Ali Seïbou Hassani, Director General of the Nigerien Petroleum Products Company (Sonidep). This encounter signals a move towards technical and operational implementation of several structural projects, expanding the partnership beyond initial discussions. The collaboration now encompasses exploration-production, refining, maintenance, training, logistics, and petroleum product distribution, marking a significant step in bilateral relations.
A central focus of the discussions was the Bilma oil block in eastern Niger, where Sonatrach will review the feasibility study and assist Sonidep in developing and implementing the field's development plan. Sonatrach's expertise in Saharan environments will be crucial, with the field potentially yielding over 20,000 barrels per day for 20 years. Additionally, both parties affirmed the need to continue coordinating and advancing activities at the Kafra block, where Sonatrach is already a partner, further solidifying upstream cooperation.
The partnership also extends to downstream segments, including discussions on the Zinder refineries to enhance Niger's refining capabilities and product supply. A tangible outcome involves Algeria hosting a training session for a Nigerien delegation, focusing on refinery installation maintenance, aimed at bolstering technical and operational skills. Furthermore, Sonidep and Naftal are exploring the establishment of a bitumen supply center in the Zinder region and evaluating possibilities for supplying Niger with jet fuel and various other fuels, thus covering multiple links of the hydrocarbon value chain from crude oil to refined products.
This diversification gives the Algerian-Nigerien energy cooperation a broader industrial dimension, evolving from a framework of solidarity to a model of economic integration centered on shared energy sovereignty. Both nations have agreed to intensify technical exchanges through regular meetings between Sonidep and Sonatrach's subsidiaries, aiming to transform these commitments into concrete achievements. This accelerated cooperation, spanning upstream development, refining, and distribution, forms key pillars of a new strategic partnership between the two countries.
