Parliaments Urged to Intensify Global Anti-Drug Efforts

Algeria is actively advocating for a global shift in combating drug and psychotropic substance trafficking, moving beyond national efforts towards enhanced international security cooperation and coordinated parliamentary legislative mechanisms. This strategic push addresses the escalating threats posed by the drug trade and its connections to transnational organized crime. At the 43rd Executive Committee session of the Arab Parliamentary Union in Cairo, the Algerian parliamentary delegation formally proposed including drug and psychotropic substance combat as an emergency item. This item is slated for presentation by the Arab Group at the upcoming General Assembly of the Inter-Parliamentary Union.

This initiative highlights Algeria's commitment to imbuing the anti-drug file with an international parliamentary dimension. The aim is to mobilize global parliaments to review existing legislative frameworks and strengthen collaboration in confronting illicit drug and psychotropic substance trafficking networks, recognizing their inherently cross-border criminal nature. Djaloul Harouchi, an Algerian Member of Parliament and a member of the Arab Parliamentary Union's Executive Committee, underscored the critical need for parliamentarians worldwide to contribute to the fight against what he termed "drug terrorism." He emphasized leveraging international parliamentary cooperation and utilizing legislative and oversight tools to counter this crime.

Algeria's comprehensive approach extends beyond merely tightening security controls. It also targets closing legislative loopholes that could be exploited by smuggling networks, particularly in light of the proliferation of new psychotropic substances requiring advanced classification, control, and international cooperation mechanisms. The strategy further focuses on the intrinsic link between drug trafficking, organized crime, and the financing of illicit activities. Consequently, tracking financial proceeds, facilitating information exchange, and fostering judicial and security cooperation are deemed essential components in effectively countering cross-border criminal networks. This parliamentary effort forms part of Algeria's broader commitment to bolstering international cooperation in drug combat, encompassing addiction prevention, youth protection, and the relentless pursuit of production and smuggling networks to dismantle their funding sources. By placing this issue prominently on the international parliamentary agenda as an emergency item, Algeria seeks to champion a collective strategy integrating robust legislation, rigorous oversight, strong security and judicial collaboration, and proactive prevention measures.
