Draft Finance Law 2027 Ensures Economic Policy Continuity

Algeria's preliminary draft finance law for 2027, currently under development, aligns with the continuous economic policy direction established by President Abdelmadjid Tebboune. The government's proposals for the upcoming fiscal year prioritize sustained economic growth, the diversification of the national economy, and the strengthening of social cohesion. Key objectives within the draft law include continued support for productive investment and the preservation of citizens' purchasing power, reflecting the public authorities' projections and ambitions.

The draft law outlines specific areas of focus, including reinforcing the investment environment through new measures aimed at simplifying procedures for economic operators. Structuring projects remain a government priority, with an emphasis on those contributing to economic and social development. Plans also encompass expanding Algeria's infrastructure network, enhancing territorial development, and reducing logistics costs. Social welfare is a central component, with efforts to meet citizen needs, protect purchasing power, and strengthen support mechanisms. Public programs in essential sectors such as education, health, housing, and basic infrastructure will be maintained, alongside continued modernization of the administration through simplified procedures, reinforced fiscal compliance, and digital transformation, all intended to better mobilize public resources. The effective operation of the single investment counter, implemented by presidential decision, also features in these efforts.

Ahmed El Hidoussi, a professor of economic sciences at the University of Algiers, stated that the preliminary draft law undoubtedly incorporates points of great importance to President Tebboune, aimed at sustaining growth rates. He highlighted the social aspect, including the preservation of purchasing power and the continuous development of health and education infrastructure, which have seen significant completion by Algerian competencies. The economist emphasized the importance of infrastructure development, citing ongoing projects like the eastern mining line, expected to begin operations early next year, to enhance the exploitation and processing of phosphate resources. The draft law also supports agricultural expansion in the south, linked with the development of railway lines, electricity access, and roads.
