Algeria’s Council of the Nation and Human Rights Council Move to Strengthen Cooperation

President of Algeria’s Council of the Nation Azouz Nasri received Maya Fadel Sahli, President of the National Human Rights Council, and a delegation from the institution on Tuesday, October 27, 2026.

The meeting provided an opportunity to discuss ways to strengthen coordination and cooperation between the two institutions and promote greater awareness of human rights.

The two sides also stressed the importance of highlighting Algeria’s achievements in the protection and promotion of rights and freedoms, as well as the constitutional and legislative safeguards designed to protect citizens’ dignity and fundamental rights.

Nasri emphasized the role of national institutions, within their respective areas of responsibility, in presenting the efforts undertaken by the state in the field of human rights. He called for greater coordination and additional initiatives aimed at strengthening human rights culture and institutional practices.

For her part, Sahli presented the National Human Rights Council’s missions and its role in promoting human rights across different areas in accordance with the Constitution.

She also discussed the council’s efforts to review and amend the legislation governing the institution, with the aim of bringing it into line with the Paris Principles relating to the status of national institutions for the promotion and protection of human rights by 2028. The initiative is intended to strengthen the council’s legal framework and its alignment with relevant international standards.

At the conclusion of the meeting, the two sides agreed to work toward establishing an institutional framework for cooperation through a memorandum of understanding between the Council of the Nation and the National Human Rights Council.

The proposed memorandum would define mechanisms for coordination and areas of joint action, including the organization of parliamentary events, seminars and specialized meetings addressing various human rights issues.

Particular attention will also be given to emerging challenges linked to contemporary transformations, including the impact of environmental change and artificial intelligence on human rights.

The planned cooperation is expected to encourage dialogue and the exchange of expertise on these evolving issues, while exploring ways to safeguard rights and freedoms in the face of technological and environmental change.
