Parliament Receives 2027 Finance Bill Targeting Job Creation

Finance Minister Mohamed Lamine Lebbou presented the 2027 Finance Bill to the National People's Assembly on Monday, November 2, 2026. This strategic document outlines ambitious objectives, aiming to balance budgetary prudence with social protection and significant economic projects. The executive's roadmap seeks to safeguard financial stability while accelerating national development, projecting a 4.2% Gross Domestic Product growth rate for 2027, primarily driven by expanding non-hydrocarbon activities.

At the core of the 2027 Finance Bill is a strong commitment to improving the daily lives of Algerians. The budget allocates 2,414.15 billion dinars to social transfers, with a substantial 717.7 billion dinars specifically designated for subsidizing and stabilizing prices of essential consumer goods, thereby protecting purchasing power. Furthermore, the government plans to create 125,675 new budgetary positions in 2027, complementing sustained support for vital sectors such as health, national education, and housing.

Beyond social measures, the bill confirms the nation's industrial and logistical transformation by securing funding for key structural projects. Priority initiatives include the exploitation of the Gara Djebilet iron mine, the integrated phosphate project, and the deployment of the strategic Algiers-Tamanrasset railway line. These infrastructures aim to open up territories, stimulate productive investment, and establish new growth hubs, contributing to the gradual reduction of oil dependency and broadening state revenue sources. The government also advances technological modernization, focusing on digital transition and streamlining financial administration to enhance public services and transactions for citizens and businesses.
