The electoral campaign for Algeria's Municipal and Wilaya Popular Assemblies officially began today, marking a significant step towards the local elections scheduled for November 28. This 20-day campaign period aims to reinforce a participatory approach in local governance, allowing candidates to engage with voters and present their platforms before a three-day electoral silence period.
A total of 162,864 candidates are contesting these elections, comprising 141,388 candidates for Municipal Popular Assemblies and 21,476 for Wilaya Popular Assemblies. According to data provided by the National Independent Election Authority, approximately 24,236,959 registered voters within the country are eligible to participate in this national electoral event, following an exceptional review of voter lists.
The campaign operates under a comprehensive and strict legal framework designed to ensure fair competition and equal opportunities for all participants. Regulations prohibit the exploitation of national symbols, the incitement of discord, hate speech, regionalism, or the use of foreign languages in campaign discourse. Furthermore, the use of state resources, public institutions, educational facilities, or places of worship for electoral propaganda is strictly forbidden. Financial integrity is maintained through detailed rules on legitimate funding sources, such as party and personal contributions, and donations from natural persons, while prohibiting foreign or corporate funding. A dedicated committee oversees campaign finance, and candidates are required to open a single bank account and adhere to spending limits, with the state also providing assistance to young candidates on independent lists.
