President Tebboune Confirms November 1 for First Adl 3 Housing Distribution

President Abdelmadjid Tebboune has announced that the first housing units under the "Adl 3" program are scheduled for distribution on November 1, 2026. This significant step follows the opening of the digital registration platform for the program on July 5, 2024, an action taken by the Ministry of Housing in adherence to presidential directives. The President had initially signaled the commencement of registration for the "Adl 3" program during a working visit to Khenchela governorate on May 30, 2024, underscoring the government's commitment to social welfare.

To date, the "Adl 3" program has recorded 1,440,340 registrants, reflecting considerable public interest and need for housing. A total of 500,000 housing units under the "Adl 3" sale-by-lease formula were integrated into the 2025 and 2026 finance laws. Furthermore, geotechnical and engineering studies have been successfully completed for 200,000 of these units, demonstrating thorough preparatory work. Works officially began on "Adl 3" housing units in Constantine governorate in November 2025, specifically for 8,050 units within the Sissaoui urban pole, and subscribers across the nation began paying their first installments on December 21, 2025.

According to a chronological video released by the Ministry of Housing, construction works on "Adl 3" residential neighborhoods have been finalized in several governorates, including Mascara, M'Sila, Ouargla, Chelghoum Laid in Mila, and Oum El Bouaghi. The Minister of Housing had previously confirmed the November 1, 2026, date for the distribution of the initial ready-to-occupy "Adl 3" housing units, approximately 28 months after the initial subscription period. Additionally, preparations are underway for 16 urban poles out of 47 across 16 states, including key sites such as the Maamaria urban pole in Chlef, Bouzgaza Belaacel in Relizane, Hamama in Mascara, and Boujmil in Tlemcen, indicating a widespread national effort.
