Full Text of the Statement from the Council of Ministers Meeting

Algeria – President of the Republic, Supreme Commander of the Armed Forces, and Minister of National Defense, Mr. Abdelmadjid Tebboune, chaired a meeting of the Council of Ministers today, Sunday, addressing draft laws and presentations concerning various sectors. Overview of the Meeting:

President Abdelmadjid Tebboune presided over the Council of Ministers meeting, focusing on:

  1. The draft law on the settlement of the 2022 budget.
  2. Draft laws specific to the education and health sectors.
  3. Presentations on the establishment of new administrative districts and partnerships within the hydrocarbons law framework.

Following the Prime Minister’s report on the government’s activities over the last two weeks and a presentation on the progress of comprehensive digitization by the High Commissioner for Digitization, as well as contributions from various ministers, the President issued the following instructions and directives:

Education Sector

After the presentation by the Minister of Education, the Council approved the special law concerning the staff of the education sector. Key highlights include:

  • President Tebboune congratulated the education community on finalizing this long-awaited law, fulfilling his commitment to uphold the sector’s scientific and social prestige.
  • The President commended the responsible and conscious collaboration between stakeholders in drafting the law, expressing hope for improved care and attention to educators and teachers.
  • Directed the government to introduce additional measures for teachers’ retirement, reflecting the noble nature and challenges of their profession, with details to be specified in an executive decree.

Health Sector

Following the Health Minister’s summary, the Council approved the new foundational law for the health sector. Key points include:

  • The law covers medical and paramedical professionals, including specialists, general practitioners, dental surgeons, pharmacists, nurses, midwives, anesthetists, biologists, psychologists, and others.
  • President Tebboune congratulated the health sector for completing the law’s finalization, emphasizing its importance in addressing the concerns of health professionals and enhancing their performance.
  • Praised the high sense of responsibility among stakeholders in drafting the law.

Establishment of New Administrative Districts

The Council approved the proposal to elevate the following areas to the status of administrative districts managed by delegated governors:

  • El Kantara district in Biskra Province
  • Bir El-Ater district in Tébessa Province
  • El Aricha municipality in Tlemcen Province
  • Ksar El Boukhari district in Médéa Province

This decision aligns with the President’s ongoing efforts to ensure equitable development and address citizens’ needs based on the geographic, social, and economic merits of these regions.

Hydrocarbons Partnerships

  • The President directed the government to continue enhancing the national energy framework in alignment with Algeria’s interests.
  • He emphasized the importance of investing in and exporting clean energy while channeling its revenues towards national development.

Budget Settlement for 2022

The meeting concluded with the approval of the draft law for the settlement of the 2022 budget and the ratification of presidential decrees related to international cooperation.
