Location: Algiers – President Abdelmadjid Tebboune announced on Tuesday that Algeria will establish a new governance system for local communities starting in 2025. This initiative aims to foster genuine democracy and expand the powers of elected officials.

During the opening session of the Government-Walis meeting under the theme “Local Communities, the Engine of National Development,” the President emphasized the vital role of local governance as the cornerstone of the state. He highlighted the necessity of revising municipal and provincial laws to reflect the people’s will at the local level.

“It is time to revise the municipal and provincial laws to build democratic institutions rather than demagogic ones, granting greater authority to local elected officials,” the President asserted.


Key Features of the New System

  1. Democratic Empowerment:
    • Local governance reforms will enhance the responsibilities of elected officials, making them central to decision-making and resource allocation.
  2. Efficient Resource Management:
    • Certain facilities and infrastructures will revert to state management to alleviate the financial burden on municipalities.
  3. Expanded Financial Authority:
    • Provincial council presidents will be granted spending authority, transforming them into fully empowered local officials.
  4. Equity and Fiscal Discipline:
    • The new governance model emphasizes equitable development and strict public fund management.
  5. Digitization:
    • Bureaucracy will be addressed through comprehensive digitization, nearing full implementation.

Local Development and Citizen Engagement

The President stressed that from the highest officials to the lowest-ranking civil servants, all are in service to the people. He underscored the importance of:

  • Respecting administrative protocols to welcome citizens and address their concerns, particularly those of the youth.
  • Leveraging the Government-Walis meeting as a platform to align with sustainable local development objectives.

The outcomes of this meeting are expected to consolidate achievements in improving citizens’ quality of life and advancing local social and economic development.


Strategic Initiatives and Youth Engagement

The President highlighted several critical initiatives, including:

  • Desalination Projects:
    Five seawater desalination plants will become operational before Ramadan, with governors instructed to integrate water recycling systems across all provinces.
  • Youth Empowerment:
    Recognizing the resilience and vitality of Algeria’s youth, the President reaffirmed that external attempts to destabilize Algeria are futile. “No Algerian lacks the spirit of resistance,” he stated.

To further safeguard youth, the government will develop a multi-dimensional national strategy by the first quarter of 2025 to combat drugs and other societal threats, involving all relevant stakeholders.

The two-day Government-Walis meeting includes workshops addressing:

  1. Financial mechanisms and budgeting for balanced and sustainable local development.
