Algiers – On Tuesday, January 21, 2025, the General Directorate of National Security (DGSN), in coordination with the Ministry of Relations with Parliament and in partnership with the Ministry of Justice, organized a training day in Algiers for executives of the National Security. The training focused on the new provisions of the organic law defining the organization and functioning of the People’s National Assembly (APN) and the Council of the Nation, as well as the functional relations between the legislative and executive branches.
In her opening remarks, Minister of Relations with Parliament, Mrs. Kaouthar Kriko, emphasized the importance of this initiative in enhancing the “field efficiency of National Security executives and strengthening their skills and qualifications.” She noted that the program offered a “rich agenda that reflects both the strategic vision of the General Directorate of National Security and institutional coordination between the legislative and executive authorities in accordance with the organic law governing the organization and operations of the APN and the Council of the Nation, as well as their functional relations with the government.”
Mrs. Kriko praised the “remarkable efforts made by the security forces, including the National Security, National Gendarmerie, and the People’s National Army, in achieving national security and stability.” She also commended the “awareness and vigilance of the Algerian people in the face of desperate attempts to undermine the country’s developmental trajectory.”
Mr. Jamal Younsi, representing the Director General of National Security and serving as the Inspector General of Police and Director of the Ali Tounsi Higher Police School, highlighted that the training session reflects the “media openness of the legislative apparatus to various sectors, including the police institution.”
Meanwhile, Mr. Ben Baizid Ibrahim, representing the Director of Training and serving as a General Inspector of Police, welcomed the initiative, which was conducted via remote video conferencing technology. He explained that the event aims to “develop and enrich the legal and regulatory knowledge” of National Security executives.
In his speech, Mr. Ben Baizid also addressed several constitutional mechanisms that embody the functional relationships between the legislative and executive branches. These include the presentation of the general policy statement, votes of confidence, motions of censure, public sessions dedicated to written and oral questions, and the establishment of parliamentary inquiry committees.
This initiative reflects Algeria’s ongoing commitment to fostering collaboration between state institutions, enhancing the expertise of law enforcement, and upholding the principles of governance and transparency in alignment with the nation’s legal framework.
