Algiers – The President of the National Observatory for Civil Society, Mrs. Ibtissem Hamlaoui, highlighted on Sunday evening the importance of expanding dialogue with all segments of civil society and actively listening to their views. Her remarks came during a press conference held on the sidelines of a conference organized by the National Observatory for Civil Society in collaboration with the African Centre for the Study and Research on Terrorism (ACSRT) under the theme: “The Role of Civil Society in Promoting Peace, Preventing, and Combating Terrorism in Africa.”
Hamlaoui emphasized that the Observatory should serve as a space for ideas, creativity, and strategic planning, contributing to public authorities’ efforts in civil society engagement. As a first concrete step, she announced that dialogue platforms will be opened every Saturday and Thursday at the Observatory’s headquarters to receive and interact with civil society representatives.
She underscored the importance of a horizontal approach to civil engagement, stating that before offering training or capacity-building programs, authorities must first listen to the real concerns of civil society stakeholders.
Civil Society: The Cornerstone of National Stability
Hamlaoui noted that local neighborhood associations, municipal groups, and provincial-level organizations are the foundational cells of Algeria’s civil society, forming its most authentic and effective extension.
She also highlighted the cooperation agreement signed between the Observatory and the African Centre for the Study and Research on Terrorism, which aims to lay the groundwork for joint initiatives. This includes awareness campaigns and programs that bolster the role of civil society in preventing and countering terrorism across Africa.
Algeria’s Model Approach to Security and Humanitarian Issues
Hamlaoui praised Algeria’s extensive experience in combating terrorism and addressing related challenges, such as human trafficking and defending the rights of undocumented migrants. She referenced recognitions from the UNHCR, affirming Algeria’s humanitarian role in the region.
She affirmed that Algeria is among the few nations offering safety, healthcare, and education to undocumented migrants, especially children who arrive with refugee families, who are fully supported by the Algerian state.
In a region often shaken by insecurity and foreign interference, Algeria continues to set an example by empowering civil society and safeguarding vulnerable populations, further asserting its regional leadership in stability and human rights.
