Full Statement from the Algerian Council of Ministers Meeting

Algiers – On Sunday, March 23, 2025, the President of the Republic, Supreme Commander of the Armed Forces and Minister of National Defense, Mr. Abdelmadjid Tebboune, chaired a pivotal meeting of the Council of Ministers. The session focused on the draft law regarding the prevention of drug abuse and psychoactive substances, as well as key updates on several national sectors. Below is a comprehensive summary of the meeting’s main decisions:

Integration of Contract Teachers into the National Education System

President Tebboune approved the integration of 82,410 contract teachers across all educational levels, in line with his commitment to honor the teaching profession and reinforce the role of educators in shaping Algeria’s youth. This comes after a previous phase that integrated 62,000 teachers, bringing the total to 144,410 integrated educators.

Eid al-Adha Livestock Importation

To ensure affordable livestock prices for Eid al-Adha, the President authorized the duty-free import of one million heads of livestock. Three countries met Algeria’s sanitary and religious requirements for sacrificial animals. This measure aims to ease the financial burden on Algerian citizens during this sacred occasion.

Airfare Discounts for the Algerian Diaspora

The Council approved a 40% reduction on all flights to Algeria operated by Air Algérie for the upcoming Eid al-Fitr. This initiative seeks to strengthen the bond between the homeland and its overseas citizens by allowing them to reunite with their families during the holiday.

National Preparedness Against Locust Swarms

President Tebboune stressed Algeria’s proven expertise in combating locust infestations. He instructed maximum vigilance and proactive measures along the southern borders, including a preparatory and coordination meeting in a southern province and close collaboration with the Ministry of National Defense. The aim is to neutralize any threat before it spreads into Algerian territory.

Combating Drug Trafficking: A National Security Priority

President Tebboune declared that Algeria is under silent attack, with drugs—especially hard substances—used as a weapon by hostile forces from the western and southern borders. These forces aim to undermine Algerian youth and erode societal values. The President called for a comprehensive national strategy involving prevention, awareness, treatment, and severe punishment for drug dealers and users. He emphasized that the fight against drugs is a matter of national security.

Roadmap for Diversifying Energy Sources

President Tebboune directed the government to pursue a strategic energy diversification policy that ensures self-sufficiency and opens avenues for energy exports. He highlighted Algeria’s readiness to engage in international partnerships for clean and renewable energy, utilizing national expertise. The President reaffirmed the state’s commitment to strengthening both traditional and renewable energy sectors while safeguarding national energy security.

He also praised Sonelgaz for its vital contributions and encouraged the company to play a leading role at the regional and continental levels, recognizing the efforts of its workers in bringing electricity to remote regions and supporting national development projects.

Administrative Appointments

The Council of Ministers concluded the meeting by approving several decrees involving high-level state appointments and dismissals, further reinforcing the state’s institutional framework.

This meeting marks another significant step in Algeria’s path toward social stability, national development, and protection of sovereignty in the face of internal and external threats.
