Algerian Parliament’s Vice President Monder Boudin Welcomed in Kuala Lumpur by New AIPA Secretary-General

Vice President of the People’s National Assembly, Mr. Monder Boudin, was officially received on Saturday in Kuala Lumpur by the newly appointed Secretary-General of the ASEAN Inter-Parliamentary Assembly (AIPA), Mr. Cheam Vidhya, according to a statement from the Algerian Parliament.

The Cambodian diplomat will be formally appointed during the closing session of the 46th AIPA General Assembly, scheduled for today, and will officially assume his functions in January 2026.

Mr. Boudin congratulated the incoming Secretary-General and recalled his meeting last year with the President of Cambodia’s National Assembly on the sidelines of the 45th AIPA General Assembly. He expressed his satisfaction at meeting this year with “a seasoned diplomat and parliamentarian who will undoubtedly contribute to strengthening relations between Algeria and AIPA.”

Representing the President of Algeria’s National People’s Assembly, Boudin underlined Algeria’s aspiration to build a distinguished partnership with AIPA and ASEAN, especially after Algeria’s accession in July 2025 to the Treaty of Amity and Cooperation with ASEAN — a framework that consolidates Algeria’s ties with the bloc’s ten permanent members.

He emphasized Algeria’s growing economic cooperation with several ASEAN countries, particularly in advanced technologies and renewable energy. Boudin also highlighted the strong will of the Algerian Parliament to develop parliamentary relations with AIPA, pointing to the rising importance of parliamentary diplomacy in international relations.

For his part, Cheam Vidhya expressed great personal joy at the meeting, recalling his childhood in Algeria between 1970 and 1975 when his father served as Cambodia’s ambassador in Algiers.

He praised the historic bonds linking Algeria and Cambodia since independence and lauded Algeria’s pioneering role in the Non-Aligned Movement, supporting liberation movements and oppressed peoples worldwide, particularly in Africa.

The new AIPA Secretary-General reaffirmed his determination to strengthen bilateral ties with Algeria, describing the country as “a nation rich with potential and capacities on multiple fronts.” He emphasized the importance of deepening cooperation to jointly face global challenges, from economic development to international security.
